Deploys COPLINK to Support Crime Reduction, Gang Interdiction And Counter Terrorism Initiatives

Knowledge Computing Corp. announced
today that the Los Angeles Police Department will deploy COPLINK® -
the proven tactical solution used by leading law enforcement
agencies to solve and thwart crime in over 300 jurisdictions
nationwide. The announcement was made at the annual International
Association of Chiefs of Police (IACP) conference in Boston, MA.
LAPD is the third largest police department in the United States,
with 9,300 sworn officers and 3,000 civilian employees charged with
protecting citizens within the City of Los Angeles' 468 square
miles. Funding for the project was made possible by the U.S.
Department of Homeland Security through the Urban Area Security
Initiative (UASI) grant program.

LAPD is the fourth major COPLINK deployment in California, following
successful deployments with the Los Angeles County Sheriff's Office
(LASO); Orange County through the Orange County Integrated Law and
Justice (OCILJ) consortium of police departments; and in San Diego
for the Automated Regional Justice Information System (ARJIS)
consortium of 50 local, state and federal agencies. These agencies
already work cooperatively together and are in the initial stages of
exploring a more formal arrangement for information sharing through
COPLINK to enhance crime fighting and counter-terrorism initiatives
across the region.
COPLINK provides unparalleled analysis and decision support for
rapidly identifying criminal suspects, relationships and patterns
that help solve crime and thwart terrorism. Using a GJXDM compliant
interface, it works by allowing vast quantities of structured and
seemingly unrelated data, currently housed in various incompatible
databases and records management systems, to be securely organized,
consolidated and rapidly analyzed over a highly secure
intranet-based platform.
One search using known or partial facts from an ongoing
investigation can produce qualified leads that would otherwise be
unapparent in seconds - a process that prior to COPLINK was not
possible at all or often took days or weeks to accomplish. Through
sophisticated analytics, including powerful visualization tools,
COPLINK builds "institutional memory," reduces knowledge gaps and
prevents criminals from falling through the cracks.
COPLINK will be used for law enforcement purposes only, utilizing
public data from four existing LAPD databases including: eight years
of records housed in the computer-aided dispatch system; five years
of field interviews system records; five years of records housed in
the bookings information system; and ten years of citations database
system records. Data will continue to reside and be updated at its
existing source to protect the integrity of the data and sensitive
information.
COPLINK first catapulted into the national spotlight for its proof
of concept role following the Montgomery County, Maryland sniper
investigation. Today, the solution is in use in over 300
jurisdictions nationwide from Tampa, Florida to Anaheim, California,
helping police officers fight crime, thwart terrorism and improve
community safety.
Winner of numerous awards, COPLINK was recognized twice by the
International Association of Chiefs of Police for deployments in
Tucson, Arizona and across the State of Alaska. The Center for
Digital Government also recognized COPLINK as one of the best of the
